Did you not have fps in terminal when glxgears was running?
Its good to see if open gl is working and to check drivers, Its for 3D.
Install 'GtkPerf' simple but good video tester.
Do you have Ubuntu tweak? Real handy never had a problem with it.
It will also install PPAs you'll be testing,compositing & so on.

Your xrandr looks correct, How were you setting 75hz on resolution
60 is normal for LCD but shows 75?

Umm I can set 75 in W7, but here the monitor itself in this blue menu pane gives an error message. Do you think it's my graphics drivers that are causing the wiggle? Also, I was setting it to 75 in W7 because I had been having eye pains and had heard it might help.

I can't help any, but I have an X1300 pro and my frame rates have really decreased since moving to Lucid. Glxgears reports about 1/2 as many fps as it was in 9.10. Bummer!
Not sure how to fix that. Revert back to 9.10 maybe

Yes I have my good man. Man I used to say that my next PC would have an nvidia card but I hear they're even worse off in some cases than us ATI users.

Half the fps would be correct in glxgears because of UMS and KMS.
Glxgears is not a benchmark and doest mean much because of the way glxgears works. Unless it drops down into 100s or less then something is broke.
Use GtkPerf to test, would be more meaningful.

Yea at least I can still you know, see things. But I mean, if that only happened when gaming, I would be down with that, cos I never game. Yea I installed the programs.

Install ia32-libs in repos for better compatibility.
This has nothing to do with kernel, its for 32bit apps in a 64 OS.
Were installing kernel 2.6.34.rc6, its what was recommended for the xrandr fixes and its more laptop friendly "dynamic PM, better wifi drivers".
you will need these 3 deb downloaded
installed 1 at a time

You may need radeon.dynpm=1 in the boot string to enable dynamic PM with a 2.6.34 kernel.
While installing debs if it asks you about config choose the one you have.
Has drop down box. We don't want to mess up your duel boot.
We will start with kernel before moving on to drivers.
